Just responding to this here, as it's a great question and one my in person group talks about a lot lol. In my opinion Savage Worlds is
interesting when it comes to modifiers, when they meet the dice chain. Especially when you consider the things like
familiarization,
boost lower,
cover, etc.
The way I see it modifier is almost always representing outside factors on the characters internal ability. So while Boost trait would raise a dice it would still have a -2 from outside factors.
That's the way we've always done it anyway, and granted I've only been using SWADE since it's release.
