I'm actually going to formalize this in place of the Maze Rats initiative-by-side rule: in a combat segment, all of the GM-run participants declare actions (which may be attacking, or running away, or anything else) and then make attack rolls. Then all of the players make attack rolls, knowing that they can act before any GM participant with a LOWER roll. Player characters can use their attack rolls to attack, run away, etc. Actions are resolved in descending order of attack roll.
