I'm going to cast Mind Sliver as an action and then Quicken (using 2 sorcery points) a Hold Person on the Titan.
He'll have to make a 13 INT save vs the Mind Sliver, if the fails that he will take 3 psychic damage and get -4 to his save against the Hold. The Hold is a 13 WIS save (17 if he fails the first save)
