As an aside, I took Hank and Erin both to Level 10 just to see what happens. What I did is likely not how it will flow, but what I did see is that if you want to have a level-3 skill at Level 6 and bump that same skill to level-4 at Level 9, you have to plan for that! In both cases you have to lay the groundwork at least the level before because you can't gain level-3 or level-4 skills in just one Level increase. And because of what it does to the prior level, you really have to plan for those two full Levels early. This ironically also means that you will likely not end at Level 10 with a level-3 skill. It takes too much investment to get to level-4.
Another thing I saw was that the skill list you have at Level 2 is probably the skill list you have at Level 10. Granted the numbers will be larger, but you just don't have room to broaden your skill base if you want a level-4 and a couple level-2 skills. I didn't expect that.
I also found that taking the level-2 of the Psychic Training Focus at Level 10 is pretty mind-numbing. It gives a huge powerup! For a character that is a full Psychic, they should probably just take Psychic Training 1 and 2 pretty much immediately. Probably for a Psychic/Warrior, too.I probably am missing a whole bunch of stuff, but it is kinda interesting. Fact-checking gladly accepted.

Ok, here is what I am seeing for a Warrior:
Level 1 and Level 2: The base foundation. Get the skills you can because this is your foundation. Otherwise, learn to live with the unskilled penalty.
Level 3: Get an existing skill to level-2.
Level 4: Get another existing skill to level-2. Alternatively, get one or two ability improvements.
Level 5: Get a Focus and prepare for your level-3 skill next Level.
Level 6: Bump one of your two level-2 skills to level-3!
Level 7: Get your penultimate Focus. Lay the groundwork for Level 9. Either move another level-1 skill to level-2 or bump a level-0 skill to level-1.
Level 8: Finish what you were doing in Level 7 and save two skill points for next Level.
Level 9: Finish bumping your level-3 skill to level-4. Hope you saved enough skill points last level!
Level 10: Get your last Focus and improve what you can. Maybe move a level-1 skill to level-2 or something like that.
In the end you get one level-4 skill, two or three level-2 skills, and the rest are left at level-1 and level-0. You probably have six skills.
Again, this is assuming you are working for that level-4 skill. If you are willing to settle, you can have two level-3 skills instead, with maybe one extra level-2 skill. The number of skills doesn't change. To have more skills, you will probably have to settle for maxing out at level-2 skills. Assuming you maximize your Foci choices (by only taking the base Focus with a skill), you can likely end up with 9 level-2 skills.
Again, this is for Warrior. For Expert, you get an extra skill per Level, so that is a bonus 10 skill points. So, if you concentrate it, that is a "free" level-3 skill to add to the totals that the Warrior sees.
