We measure time by the migratory patterns of the sea lions. The Spring migration south brings the sun, the green and the growth and the Fall migration north brings the winter behind it. They walk and swim across the entire span of islands over the course of a year. Stories of the silkies who transform from human to sea lions through use of an enchanted skin exist in songs and legends. Some areas may be designated for hunting and others designated as sanctuaries as a part of ancient pacts with the fey.

I absolutely love this. Knowing close to nothing about sea lions in real life, I have no idea if this is how they act, but I'm happy to just say "That's how they act in the far isles."

We can also invent a creature (sea bison? we have sea cows...)

The cycles could also be tied to something other than the seasons, if we want to dig into the weird. Though, the seasons do reinforce the rustic flavor, so maybe that should be a yes.

Are there nomadic people that follow the migrations? Are there undersea fey that ?

This seems like a cool idea. Maybe the sirens are sea/ocean fey. We can also add merfolk and maybe a coral island as their blessed lands. During the time of storms, the island sinks under the safety of the ocean's depths, and in fair weather it floats on the surface.

The Wandering Sails is the term used by islandfolk when referring to the nomadic people who follow the Great Herds of animals. They have their sails all painted the same color to indicate they belong to and are protected by the Wandering Sails, and each tribe / clan has their own animistic sigil identifying their group.

I love the island coming and going. Makes it tricky for land-dwellers, but they aren't entirely welcome in the first place. After all, they have all those other islands.

This also looks cool. I'm imagining their ships are their homes, and they probably have lots of superstitions about dry land.
