I absolutely love this. Knowing close to nothing about sea lions in real life, I have no idea if this is how they act, but I'm happy to just say "That's how they act in the far isles."
We can also invent a creature (sea bison? we have sea cows...)
The cycles could also be tied to something other than the seasons, if we want to dig into the weird. Though, the seasons do reinforce the rustic flavor, so maybe that should be a yes.
Are there nomadic people that follow the migrations? Are there undersea fey that ?
