Like, I can select a new picture to upload from my computer, but when I click 'save' nothing happens, and hovering the mouse over the save button doesn't display a link at the bottom of the browser. Using Chrome, on Windows 10

Are you trying to ulpoad a PNG? GP doesn’t seem to like PNG's for avatars. Happened to me once.

Ah, ok, yes, the save button is a link, but not to a web location; it works off Javascript so you don't have to reload the page. Do you mind emailing me (contact@gamersplane.com) the image? I can see what's wrong, and if it's with the images, why you're not getting an error message.
