My guess is that we'll have to identify/attune magic items.

Aye! But, in 5e that's pretty easy. A short rest spent examining an item identifies it (since I we're using my modified short rest rules, say "3 units" of short rest, so 30minutes), and if it requires attunement then another (3 units, so 30min) short rest attunes it.

I know what identifying magical items is, but what does "attune" mean in this context?

In previous editions of D&D, you could wear all sorts of magical gear. In 5th edition, you get to have only a limited number of magical items "Attuned" to you so that you can use them/benefit from their magic.

Does attunement also mean that someone else can't wear it and get the magical effect?

They can spend time attuning it to themselves if they want the benefits.
It does stop someone from picking up their dead comrade's sweet new sword and using it right away.

Ugh, I hate the term "murder hobos". Ever since I first heard it I've tried to distance myself from any behavior that would seem like it.

Perhaps, Violent Vagabonds would work? That might be too alliterative.

I do kind of love the idea of protecting one's garden with dangerous ranger Gnomes. "Oh look a sweet little gnome!" Boom, arrow to the eye.
