[ +- ] Effects of character actions on racial dispositions
No entry elsewhere for this one, but in short: yes. As heroes in the story, your actions and deeds will have an active impact on the world. If you take actions and make an active effort to, say, improve civilization's treatment and perception of Lizardfolk, you may end up turning public opinion. But also, you will likely incense other factions in the world.
[ +- ] How much of Feyshear covers the Skyview Mountains? (It may be a bad example but) Is the landscape more akin to Granada, Spain or as varied as Spain itself?
The entirety of the Skyview Mountains are within Feyshear. I'm not overly familiar with Spain, at all. However, the city is over 420 miles in each direction. There are mountains along the northern and western sides of the peninsula. There are a few forest "reserves/preserves", no more than 12 miles across, scattered throughout the city. Most of the city is packed with buildings of various types. Weather is warm temperate in most places, with the mountains getting the coolest of the weather.

[ +- ] How does the government work? Feudalism? A variation of Monarchy?
Not fully hammered out yet. It is a hereditary monarchy at the basest form with a single king or queen ruling over all of Feyshear. There are millions of people in the city, so the nobility is large and watered down. There are definitely duchies and the like. Most of the guild heads have been bestowed patents of nobility in some form.

[ +- ] Do the Megacities have contact with each other?
Largely, no. There may be some groups that have managed to create and maintain communication, but they are not well known (if they exist at all). Most of what is known about the other two Megacities has been passed down from the few dozen Pilgrims that have braved the travel across the world to see the other cities.
