Kel will simply cover them (prepare an action to cast Firebolt if one of them wakes). He has no rope to tie them nor the will to kill them in their sleep, regardless of their probable crimes.

Oh okay. Harold will walk up to the sleeping cultists, and say, I'll just stand here menacingly, until you all give me the word to kill.

He stands over the cultists' bodies, ready to bring down death should it come to that.
