Nekurr sits next to the girl and opens his mouth to talk and persuade the thug that he, a qualified cleric, can take care of the little girl just as well as any ... chapel or whatever, but he is too slow so he has to wait for NPC, NPC and Jacey to go first!

LOL. You all have been treating this as a social encounter so far, so go ahead and try Charm or Negotiation, CESN. :) If you're targeting the thug leader, that's a tall order: RRRP + 2 setbacks. You might try to convince Jacey to go with you instead, in which case you'll roll RRR plus 2 boosts + 2 setbacks for motivations. But that way may lie violence.

Flipside of keeping things loosey goosey for now is that they get to draw weapons and continue approaching.
"Don't listen to 'em, lassie," the goon says, continuing to approach and drawing a mace from his back. His backup men do the same. "We've got to get you to safety."

Also in my mind Tronus and Hildar are warning of violence and the thugs seem to be okay with that. Nekurr eats soup and bread and talks about being a certified cleric while eating... XD...

Despair = This woman shows up. 3 Threat = she doesn't want you anywhere near the chapel.
As you've been talking, the clerics of the chapel have been hastily putting away their pots, bowls, and other meal-related items. The chapel staff hurry into the castle as the tensions rise in the air. Meanwhile, the folks who came to be fed have nearly all left the area. However, one woman remains: a tall, pale Elf in the raiments of a cleric of the chapel. She makes her presence known. "Enough of this. Let Lord Milbank escort the girl into the chapel! She's already been admitted, only she fled at the first opportunity. We have a duty to care for her there, and Lord Milbank is duty bound to see to it that she makes it safely inside. You three, I don't know who you are, but you have no business here. Leave."

Nevertheless, Nekurr's overtures seem to have won Jacey over from this Milbank and his cronies. The girl clings to the Catfolk's arm, tears streaming down her face. "Don't let them take me in there! I won't go!"

Milbank and his companions haven't shown any signs of aggression toward the girl—only toward Tronus and Hildar, who have brandished weapons. Nevertheless, they are now within striking distance of the girl should they get around Tronus.

I moved between the henchman and the girl purposely that's why I didn't actually take an action. Also more shocking is that knuckle dragger is a noble!!!

Ah, fixed. Let's say they're engaged with Tronus, but they could get Jacey after a disengage maneuver. (I.e., everyone's at short range to everyone, except Tronus, who's engaged with the leader and his backup, and the Elf, who's perhaps a medium range to the action.)

Milbank seems more amused than shaken by Tronus's tirade, but the cleric responds. She strides forward, a mace appearing in her own hand. "You are interfering in church matters, you irate little fever blister. I will not tolerate it. Now, in the name of Kellos, begone!"

Aside from her approach, Tronus doesn't feel particularly compelled to leave.

To have any impact, we can treat that as a Coercion check versus the priest -- Hard upgraded twice, with three setbacks: RRP+3Blk. Otherwise, Hildar can take some maneuvers if you wish, whether assisting Nekurr, moving, or aiming a spell.

I don't think Hildar wants to deter her really, he's pretty much just looking for a justification so if things do pop off they're not on the totslly wrong side of things. Might make sense to treat it as assisting one of the others (assuming their actions key off of what he said)
