Éothain turns to Cirion, "We need a distraction. Set fire to a crate." He then runs to the front door (next to the woman if she's still standing after the arrow hit).

Cirion nods - putting away his short bow and adding the arrow to his quiver, he starts looking for lanterns, torches or other sources of fire in the warehouse.
If he locates one, he will move to it, then search for a suitable flammable object. Crates, dry wood, rope or straw - and will attempt to set it on fire. He will use any lantern oil, or pulley grease he can see in the warehouse to help the flames propagate.

Ok, couple things:

@Drakis2 shooting the woman in the back will earn you Shadow.If you still want to do it, that's fine. Just wanted to give you the chance to reconsider as again we're still in the early stages of play and Shadow hasn't come up in a while.

@Stefron,@Dr_B,@rpgventurer and Drakis, arson will also earn you all Shadow. Again, your all can decide not to do that. Or go ahead and go through with it.

Seònaid will aim at her leg in that case, shooting to disable instead of kill. She just doesn't want her running out into the street

With regards to the fire, it is to create a distraction with lots of smoke. We are not aiming to destroy people or their homes, just to badly damage the villains warehouse and cause the locals to create a ruckus. So, is that still considered an act of evil intent?

My choice is to shoot the woman to disable and to start a smokey fire for distraction, and take whatever penalty Shadow that brings. For Seònaid this is about the honour of Gondor, and the safety of the cities children. She would be willing to dance with the darkness if it helped achieved that greater "Good".

So, with both of these things, you lack the ability to control the outcome, and that's the issue right?

In the first case, even if you shoot her in the leg, if you hit her (you will have to roll a Disadvantage die to "call the shot" to her leg) you will still do the damage of an arrow, and will still possibly kill an unarmed and defenseless person who poses no direct threat to you, and you will still earn Shadow because of that.

With the fire, regardless of your intent of it's purpose, you have no control over what the fire does after you've started it. You're still starting someone's property on fire. It's still a "tool" like those the Shadow would use. Casually starting a fire intentionally like this in a populated area was a grievous, grievous crime in the "olden days", punishable by execution. One of the worst things a person could do by a medieval reckoning, starting a fire in a city.

for Cirion, this act of arson is to help returning the kidnapped children to their mother, so he will not see the implications of danger to the city and bystanders... Yet.

If he finds the right materials he will proceed to start the fire. Maybe he will regret it later

Seònaid is going to shoot the woman in the back.

At this point she has attacked 2 corsairs using non-lethal attacks, given the woman a chance to surrender and release the children. Likewise another corsair was given the chance to surrender. But all the bandits have done is, one charged out the door and started shouting, the woman charged for the doors shouting, and another one came out and attacked us even though he knew he was outnumbered.

So, Seònaid sees no chance for this to end without death and more bloodshed, as the bandits are obviously determined to commit murder. She has no qualms about her choice to shoot, and sees it as an "act of good".

The woman gets 6 points of damage from an arrow in the back

Sounds good. My goal is not so much to dissuade you from doing what you want - as mentioned, the Shadow mechanics work best when engaged with mindfully to tell a story (not avoided) - but rather I just wanted to explain why it gets Shadow, and make you all aware of the reasoning in that because, again we haven't had Shadow come up much yet.

Walking a path fully outside of the Shadow is and should be harder.

For example: tying up the guy that ran outside would have taken time and risk - he might have fought back. Same with the woman, could have went down to tie her up, but that would have exposed you to whatever was hiding below.

Escaping the immediate situation without the fire would no doubt be harder.

It's hard work being a "goody two shoes".
Duinhir's words do little to calm the children, they remain rooted in place by fear, the younger lad crying and the older girl just clutching her brother with her eyes closed. Meanwhile, you can only imagine the actions that are beginning to swirl outside the warehouse...

Seonaid let's her arrow fly and the woman, about to heft the bar on the doors, ceases her frantic screams for help with a brief shriek of pain before falling silent and collapsing to the ground in a quickly spreading pool of blood.

Cirion is able to find a fire source nearby with little trouble, torches, candle, he has his pick, and there are ample barrels and crates and sacks of grain and things to start a fire upon. The blaze begins to take hold where he wants it.

The Corsair in the shack runs out of it to kneel by the side of the woman and begins to gather her in his arms.

The watchman outside moves further down the roof tops continuing to raise the alarm.

His charm failed, so Duinhir proceeds to pick up the children. He does so gently, careful not to hurt them.
He still tries to calm them down and explains that they are here to rescue them.

He looks around for the best way to get out of the warehouse.

I suggest we leave thru the main warehouse doors, as that will also allow anyone coming to look to see the smoke and fire.

Seònaid is happy to take the other child, as she is pretty damaged so not much good in another combat.
Seònaid, seeing the woman fall, rushes down the steps to help Duinhir getting the children out of the warehouse.

"The doors are likely our best chance, but we must move quickly before the alarm takes hold among the neighbours," she calls to Duinhir and the others.

"Let's start coughing as we hurry out of the warehouse - maybe they'll think we are running away from the flames and let us go," he tells the others. "It might spare us answering their questions..."

He starts leading by example, covering his face and making a big show of coughing as he starts for the warehouse doors.

Éothain sheathes his sword and opens the doors to the street. He coughs loudly as he waits for his companions to join him out the door.

The Corsair gathers up the body of the woman and stands, staring at you all with wild eyes as you come for the door next to him. It's the kind of wildness that comes from a fear of not knowing whether one will live or die in the next few moments.

Once Eothain lifts the bar, the Corsair shoulders open the other double door and staggers into the street with her. Walking backwards away from the warehouse, so that he can keep his eyes on you all, he goes to the ground in the shadow of a nearby building many paces away lays her down and starts gasping a word in Southron, over and over - still staring at you all - that Eothain knows to be 'fire'.

As you all emerge into the street, you can see that lights are being lit inside of a couple scattered rooms, and window shutters are creaking open here and there, and even a few faces poking out of door ways. The cry from the rooftops is still 'attack'.

As you all move away from the warehouse, some of the faces turn into full bodies emerging from door ways - some with knife or baton in hand. And a group of such bodies even accost your group! Stepping into your path and making demands, speaking angrily in their tongue, and although Eothain can't put their words together into full sentences, he can catch singular words like 'hey' and 'who' and 'you'.

But quickly their eyes look beyond your group as they see the flickering orange and yellow lights radiating from the warehouse door and high windows. And then they spring into a different kind of action, quickly the cries turn from 'attack' into 'FIRE, FIRE'!

As you look back you see that some have went inside and are emerging with buckets, some have headed straight for the waterfront, many are banging on doors trying to rouse the burrough from their midnight slumber, even the Corsair from inside is going from door to door, pounding and screaming, 'FIRE, FIRE', 'FIRE'!

As your contingent moves beyond the bounds of the loudest shouts and exits the streets of Easterly Rock, a bell begins to toll - loud and clear and deep and resonant. It is an emergency bell, much like you've heard only very rarely in Gondorian cities.

Be it for the good or not, you each know that what you have done will be considered a grievous crime in the eyes of the city of Umbar, and at least two men have survived the encounter who have seen your faces and heard the Westron tongue you spoke in the warehouse...

Alright, sorry for the long post, but didn't seem like there was much nuance to explore with your choices until you're clear of the immediate area.

If there was a point before leaving Easterly Rock that I glossed over in which you would want to do something, just let me know.

But otherwise, where are you guys heading and what are your characters thinking and doing?

@rpgventurer: I agree. Leave now before the alert from the kidnappers reaches the city guard. As I remember it we had to queue and go thru customs, so not sure if the gates stay open till late. I see no reason why they wouldn't.

Duinhir carries the still-frightened child through the streets of Umbar.
This did not go as expected. Duinhir had planned for a quick and stealthy rescue. Instead, it had turned into a fight and a burning warehouse. The group, who was tasked with a secret mission to prevent a war, now had blood on their hands.
They needed to get to somewhere safe really soon.

I originally thought we should hide out in Onar's place to things quiet down but with all the commotion perhaps it is better to just leave ASAP.

I was kind of looking forward to @Dr_B Cirion's thoughts/ narrative following all that, but it sounds like we have a majority consensus on just getting out of town ASAP. So at this time I'll go ahead and push the narrative toward that.
The small boy soon stops crying, and indeed a seeming few moments later, he is asleep in his bearer's arms. It is after all well past midnight, and the two must have been roused from their sleep to get them off the ship, and are generally probably just completely emotionally and physically overwhelmed and exhausted.

And perhaps the warm and gentle embrace of even a stranger is the most compassion he's received in some time, and so gives him the small comfort needed to let himself collapse.

The little girl's bright eyes are wide open, she must be 9 or 10, but she is largely just staring at nothing ahead in the distance as she is borne along.

Just as you reach maybe a hundred paces beyond the last streets of Easterly Rock, another emergency bell begins to toll. And then soon after that, another. And then another. And then the clamorous alarm is so great and intermingled that you cannot tell if even more join in, as more burroughs and more people are roused to contain the fire.

There is a city gate not all too far from here now. And you can reach it within perhaps 20 minutes of having left the warehouse behind. Certainly faster than words might travel with any specificity of the fire, you must think?

Yet when you reach the gate, you can see that it is closed.

This isn't abnormal for a city at night. Perhaps they'll open it for you? Or perhaps they have a foot-gate? But whatever they do or have, it will no doubt be guarded and watched...
