I was going to say you scattered the contents of the drawer all over (upgrading his Perception check), but I like your idea better. Yeah,2 boosts to next PC. Go!
The desk proves too heavy for Max to topple. Mahoney starts to laugh at his junior officer's attempt to move it, but then Max manages to get the desk tipped to about 40 degrees toward the detective, spilling something onto the ground, where it bounces off Mahoney's boot, and under the desk. As the desk thumps back to its four legs, Mahoney's eyes widen—a poker tell if ever you've seen one. Whatever he's after, it's now under that desk.

Guy's energy is flagging, but he can't let Mahoney get whatever he's after. He slides across the desk into a tackle to try to knock Mahoney to the ground.

Cool, two possible ways to go about this: 1) Standard Brawl (Grappling) check against standard difficulty for him: Your roll + BBB x RR+3Blk (plus 1 strain for his Rope-a-Dope ability). Upshot is this way, you do damage if you hit. Downside is that you only get your knockdown if you roll enough advantage to burn.

2) Called shot versus him: Brawl (Grappling) + BBB x RR+5Blk (2 additional setbacks for the called shot). Suffer 1 strain from Rope-a-Dope. BUT, if you spend a maneuver aiming first, you drop one of those setbacks (so 4 total if you aim). (You can drop two blacks with two aim maneuvers, but if you moved to engage this turn, you can't do that.) Upshot of this approach is that a hit = a takedown automatically (no need for spare advantage). Downside is no damage.

Boosts here are coming from those passed by Max (BB), and from flanking (B).
Setbacks here are coming from his defense/cover (2Blk) and from his spent advantage (Blk).

Great roll! So with that, you don't have enough to knock him prone (he has Iron Chin, which makes him harder to knock down). But you can sacrifice damage to "disable" the target until the end of the round (for all 3 advantage). Let's default to this option, as I think it's in keeping with what you were going for. We might say that Guy is actively holding Mahoney in an armlock, meaning the detective will have to make an opposed Grappling check to break free and get the thing he seems to want; effect ends as soon as he makes this check, or at the top of next round.
The lanky detective keeps his feet, but Guy's momentum across the desk sends him right into Mahoney's right arm. Guy grabs ahold of it, and pulls with all his weight, throwing the crooked cop off balance and preventing him from using the arm for the time being.

Also, not sure if you took this into account, but I think he only gave the first 2 of us setbacks, so maybe Guy would have one more advantage?

Fatima's eyes widen as Duke takes the kick. "Poor pup! Shows you want these beasts are capable of!" she says, leaping over to where the crumpled canine lies. She picks the dog up and moves him further away from Mahoney.

Mahoney smiles, but it's replaced by a grimace from the extra weight of Guy hanging off his arm. "Let go, you asshole!"

The man's unable to shake his new weight, so he fixes his gaze on Max, across the bench. "You dumb little rook. Why is it that you can't get through your skull that what they teach you in the police academy doesn't work in the real world? If you think you have a career in this line of work, you've got another thing coming! This is the reality of things, Maxie. This! Get with the program. You think there's a soul in this city who isn't on the take? You may get me or what's on that thumb drive, but to what end? I'm small potatoes, Maxie. And you're nothing more than a bacon bit and chives."

As the words sink in, Max hears an obnoxiously loud motor roaring from just outside the building. Mahoney smiles. "And that would be my ride."

"Ok, potato-boy. Prepare to get mashed." Hank, still heaving with the strain of lifting the file cabinet, weaves around Guy's arm lock and swings a hook punch for Mahoney's chin.

Also going to flip a story point to activate Painful Blow... Edit: misread the ability. No story point needed.

When your character makes a combat check, you may voluntarily increase the difficulty by one to use this talent. If the target suffers one or more wounds from the combat check, the target suffers 2 strain each time they perform a maneuver until the end of the encounter.

Awesome! Unless I missed any of his effects, that's 7 damage with Pierce 3. Now he takes 2 strain with every maneuver AND he can't voluntarily take strain due to the crit. Wearin' the sumbitch down!

I'll give someone a boost with the advantage.

The back corner of the room is getting awfully crowded, but Hank manages to muscle his way through the brawlers and the desk to land a solid right hook right on Mahoney's chin. The blow lans with an audible crack. The man keeps his feet for the time being, but he seems to be in considerable pain...

Max moves to pick up the item, "I always thought you gave me stink eye and rode me cus you knew I was born on the street and lived a life of a homeless person man... that I needed to perform and do a job not be a sob story. I can think of at least five souls not on the take. Just because you're scared to do your job doesn't mean I am Carey." Max states with a bit of pity in his eyes.

Max drops to his hands and knees and finds a small thumb drive under the desk. He palms it...

It's two maneuvers to get the thumb drive: drop prone, pick it up. (If it weren't under the desk, I'd say the drop prone part wouldn't be necessary, but Max can only spot it if he squats down.)

You could try to toss it to Fatima if you want; she gets her turn next. Easy (R) Athletics check, upgraded wth a SP. If you opt not to do that, Mahoney's going to squat and try to wrestle it away from you.

Fatima looks toward the corner and seems to consider taking a run at Mahoney, but then she pulls back. Instead, she looks down at Duke's prone form, breathing slowly. Her face darkens, and she instead rummages through a cabinet near the doorway and finds a first-aid kit. "Gonna get this pup back on his feet!" she says

Body Shot incoming... OK, so that's 9 damage before soak. Will Max parry? Either way, some damage should get through. He'll use the 5 advantage to force Max to drop the drive (3 advantage) and to give himself a free maneuver to pick it up (2 advantage)...

So, point of rules lawyerness, too: Technically this foe is strain locked. His crit means he can't voluntarily suffer strain, and Painful Blow means he suffers strain for every maneuver (even the free ones). Part of me thinks he should be able to take one maneuver, but pay 2 strain for it, but let's see what happens if we go with the interpretation that he can only take maneuvers for advantages he rolls.
Mahoney's fists hit Max, a body shot to the kidneys; from his position on the floor, the blows land even harder. He inadvertently lets the drive slip out of his fingers, and Mahoney scoops it right up! Then the man's on Max once more, launching a one-two punch...

Second shot does 7 damage before soak. Will Max parry? That would allow him to avoid the damage entirely, I think. But with 2 advantage (or 1 triumph), Mahoney can activate Link and land a second blow for another 7 damage. This blow, too could be parried.
