cdwjava from the basic layout of how the mechanics for something like this might work and if I am understanding what you are stating I think Option B but to be sure I am going to flesh out a bit more of it as a possible mechanics for it just to make sure we are on the same page up.

For a point of Will, the character can change into the form of a particular animal or back into human form. Their clothing and belongings do not change with them, and they do not gain any special ability to communicate in animal form, though they can still understand human speech, and other shapechangers who have shifted to the same shape. In animal form, the character has a +2 bonus to all Skills which benefit from their new shape, though some skills will of course no longer be available, since they now lack opposable digits and cannot speak. If their form is much bigger or tougher than a human, they have +4 Endurance; if smaller, Endurance now has a -4 penalty.
For an additional cost of 1 point the basic Shapechanger can transform into one additional form that being a hybrid form, a humanoid with the animalistic features of its animal form. This still requires that Will expenditure but they can now shift between one of three forms. This particular form is sometimes called the Rage form as they tend to only take this form when extremely angry. In this form they still do not gain any special ability to communicate, though they can still understand human speech, and other shapechangers who have shifted to the same shape. Further in this hybrid form, the character has a +2 bonus to all Skills which benefit from their new animalistic shape, though some skills are no longer available, since they cannot speak. The Endurance modification is the same as the one for the Animal Form this is associated with
If a shapechanger also has the Magician focus, they can take this Trait multiple times; each time they take it, they learn another animal or hybrid form. Further, although it still costs 2 Trait points for their first form, it only costs 1 point per additional form. For more details, see page 102.
Now not sure but all that extra point seems to do is remove the minor thing of not having an opposable thumb but maybe that is pretty significant within these mechanics not sure. However, would this then include having claws and bite in the hybrid form and how does having claws/bite work within the mechanics in the animal form?
Just in case it might help here is a
Weretiger Informational as it is a rather pervasive mythology that could have made its way to England. However one of the mythical ways to become a weretiger sounded kind of interesting in that some believed that only people who had led a bad life and asked for forgiveness as they were dying from the wounds of a tiger would transform into this tiger-like monster. So basically a path of redemption version seems like a interesting twist to pursue.
