I was thinking of a
Halfling - Lotusden / Ranger - Archer/Beast Master / Companion - Male Steeder he rides?

Elf - Eladrin / Rogue - Scout
Basic idea/consept - will read guides today but quick glance showed some problems.
Questions
Can I use Lotusden or Eladrin? (I dont think they are in the book you listed)
Can I do Beast Master? (from TCoE) If so can I use a Steeder?
I will read up but wait to make character till I hear back on the questions. Should have character today maybe or this weekend at the latest.

If Beast Master OK but not Lotusden I can go Ghostwise - for silent communication/commands, or Lightfoot
If no BM but Scout OK but not Eladrin I can go Wood Elf
Else : Wood Elf Ranger Archer:Hunter
unless the party needs a better tank then i can go Barbarian but that will take more thought

The Elven Sub-Race: Eladrin -- is outlined under Character Creation Parameters so that would be a yes to them
The Steeder exists within the Forgotten Realms but its an Underdark creature I would have to understand how your character came by one unless your character is from the Underdark orginally

Note I fixed your stat rolls you did not read it correctly I am guessing
The creature if it is included would just be a stat block in your information section. I need to look into the logistics issue with the unusual mount as you could not house it at the local stables. Still it does kind of dove tail nicely into the forest gnome barbarian kind of nicely.
Also I would need to understand how your character came by such an unusual mount.

Quogrim (Grim for humans and others with simple tongues and minds) lived in the woods with his family. In his youth he befriended many woodland creatures and while exploring he found a slain wolf spider nest. Afraid but curious he explored the area and found a mostly destroyed egg sack with one egg still intact. Returning often he watched till it hatched. He then set about raising 'Pup' as he nicknamed it.
While in Quogrim is in town Pup would often be forced to stay outside and has learned not to hunt domesticated livestock. Grim would usually prefer to stay out with Pup several nights a week and return to the group and city in the morning. While away from Quogrim but in areas where he may encounter people Pup will usually wear his saddle blanket tied down which has a bold surcoat emblazon across it in black and white.

Does the Outlander 'Wanderer' feature add to or replace skill proficiencies?
Ex base Outlander has 2 proficiencies, I took Survival and Nature. Would I then get Expert in Animal Handling? (total of 3 skills)

All right I fixed the description under Outlander -- to gain expertise you must possess the skill so in order to have Expertise in Animal Handling (or just Animals) you must have chosen that as one of your Class or Background skills

- What are your rules for using up ammunition? Should I stock up and/or what about creating new arrows? How about a fletchers kit as a tool proficiency instead of a language or other tool?
- Would it be possible, if I had a poisoners kit, to learn how to 'milk'(without killing it) the spider for poison?
- Since you gave the ranger a cantrip would you be open to granting additional cantrips similar to arcane trickster/eldritch knight?

Okay please roll your Random Height/Weight for your Character. Height 36" + roll Weight 35 lbs + roll --- roll only once 2d4 and add that to both the base numbers
Also note (if you have not already) we are using the Consensus Ranger as opposed to the one in the PHB
I will approve the Wolf Spider as it is core animal companion but see below because a wolf spider cannot web walk they are running and pouncing spiders and while technically they cannot climb walls let alone ceilings I will leave that ability in place. Also keep in mind its Carrying Capacity for a Light Load is Strength x 5 (or 60 lbs), for a Medium Load is Strength x 10 (or 120 lbs) and for a Heavy Load is Strength x 15 (or 180 lbs) so it cannot carry a lot.

Okay so your character is 40" tall (3' 4") and 39 lbs (over half Pup's Light Load Capacity) and that is without any gear or weapons.
Note though I am considering a minor augmentation to the Beastmaster's companion that may help with that issue but I want to mull it around a bit first before putting it into context but it would be nothing that would effect your character right now.

The revised Beast Master in TCE allows the companion to add stats/feats when the character does. So at 4th level I could bump up the STR with those guide lines. I am fine with the weight consideration, I will just have to be a bit meticulous. Light Armor, Darkwood weapons, and a light pack, which since I forage well should not be too hard.
So what does the Darkwood "reduce damage by one step" mean? Does that mean a darkwood longbow does 1d6 dmg?
Since weight is an issue, does gear for a gnome weigh less (1/2 or less) and do gnome require the same volume of food/water?

Yeah I am aware of those and I have that book but my thoughts are a little bit different in regards to that because we have a couple of issues here that I need to examine and balance that against what is presented within the Consensus Ranger and to be honest I am a bit leery of the TCoE book thus far as it seems a bit too much in at least the things I have looked at if for thus far.
Regardless nothing will happen currently which gives me time to analyze it and make my determination on what is viable and most importantly balanced with the rest of the game as it stands.
Damage steps are 1d4, 1d6, 1d8, etc... going down a step means you might be at 1d6 now you are at 1d4
And no in DnD5e the Carrying Capacity (as well as food/water consumption) for Small Creatures is not reduced and is basically the same as that of a Medium Creature thus the weight of their gear is the same. Now while technically this would be wrong -- doing otherwise means we would have to get into the fact that smaller folk cannot carry as much as medium folk and all the other piddly guidelines that used to exist for that. So while not completely accurate it ends up being mostly a mechanical wash.

ok - so how about the saddle - Exotic Saddle 40lbs, Riding Saddle 25 lbs. Can I pay for the exotic but use the regular weight? I assume riding bareback is a no no.

No you can ride bareback especially if you took Animal Handling and then applied Expertise to it I would have no problem with that but you would still need something to hold on to. Call it a Rider Strap Costs 10gp weighs 3 lbs.
As for the Saddle -- Exotic Saddle + Masterwork halving the weight so it costs 300gp for the saddle (and you obviously do not need a bit and bridle) and it weighs 20 lbs -- expensive but extremely unusually unique saddles such as that would be reasonably expensive to get made.
That gives you two options Rider Strap requires at least one hand, the Exotic Saddle means both hands can be free.

Looks like for basic travel if I ride the spider it will be encumbered, so move 40, still better than me. Getting more out of it would require dumping excess gear or strengthening the Spider. I am thinking of a kind of light cavalry, bow at range and spear/shield for charging.
Does the exotic saddle keep me in place if/when the spider climbs, or jumps in unencumbered? If so what does it take to strap in?
